MSC welcomes new General Manager Charles Kenneth De Leon

Multi-Line Structures Corporation (MSC) welcomes Charles Kenneth De Leon as its new general manager. Charles joined the company on July 31, 2026, bringing more than 30 years of experience in civil engineering, construction, project management, planning, and contracts administration. He reports directly to President Rey Angeles.

A licensed Civil Engineer and Project Management Professional, Charles has managed projects in the Philippines, Saudi Arabia, China, the United Arab Emirates, Oman, Sri Lanka, and Guam. His experience includes building and commercial developments, aviation facilities, oil and gas, petrochemical projects, and other complex construction works.

Before joining MSC, Charles served as general manager of Catalyst Construction Inc. in Guam, where he worked with the company’s owners on business growth strategies and project planning and control. He also served as assistant vice president for Visayas, Mindanao, and North Luzon at SM Engineering Design and Development (SMEDD) Corp, where he led engineers, architects, and consultants in major construction projects across the country.

Charles’ career also includes project management and technical leadership roles at Fluor Daniel Inc. Philippines, Amana Pipeline Construction, Atkins Consultants – Faithful + Gould, Daelim Industrial Co., Noguma Corporation, and D.M. Consunji, Inc.

As general manager, Charles will oversee MSC’s Sales, Engineering, and Project Implementation Departments. He will lead these functions by applying his expertise in project delivery, construction management, project controls, contracts administration, commercial coordination, and team leadership.

Charles’ appointment strengthens MSC’s leadership team as the company continues to develop its operations and deliver quality projects for its clients.
